I personally fancy the 9600 XT here.

+ Decent DirectX 9.0 support
+ On-chip thermal diode
+ Low power consumption
+ You can get one Zalman heatpipe equipped
+ Low price [eBay]

Runner up: Geforce4 Ti series

+ Excellent game titles legacy support
+ Very good DirectX 8.1 performance

Now I must also make it clear that I despise the whole FX line up. Geforce 6+ era cards are not legacy enough yet [:p]

I say Matrox G400 Max for its performances in office and graphics works.

Besides, that video card is AGP so you could install two Voodoo2 for GLide games too.
