Hi,I've got a Dell GX270 Optiplex with 3.20 Ghz processor 96 MB onboard video card 40 GB HDD and 1 GB ram DDR SDRAM now can anyone tell me if I can set a new card for example Ati Radeon HD 3450 Agp? Thank You.

the Ati Radeon HD 3450 Agp should work in your pc
I'd like to know what the max wattage of your power sloppily is. to make sure that the card will work in your pc

it should work fine (as I mentioned),but you should check your power supply,and if you don't have a free molex power cord,you may need to buy one of these (http://www.newegg.com/Product/Product.aspx?Item=N82E16812189062) as well (it should be included with the graphics card,but you never know).

anyway,if you can,you should (just as I said before) go for something faster-radeon3650 512MB ram 128bit (http://www.newegg.com/Product/Product.aspx?Item=N82E16814102814) would be great,and only a little bit more expensive ($55 versus $65 on newegg,I know you can't buy there,but it should give you the idea).the almost 2x more speed is worth it.

no need to worry about your power supply,it is powerful enough to handle such cards.
